PUBLIC NOTICE TO INTERESTED PERSONS ENTITLED TO SIGN AN APPLICATION TO PARTICIPATE IN A REFERENDUM

Third Draft By-law No. 312A.2 amending the Zoning By-law to modify provisions affecting the Norway Bay Sector

1. Adoption of the Third Draft By-law

Public notice is hereby given by the undersigned that the Council of the Municipality of Bristol adopted, at its regular meeting held on May 4, 2026, Third Draft By-law No. 312A.2, amending the zoning by-law and zoning map respecting the Norway Bay sector.

2. Purpose of the Draft By-law

This draft by-law contains provisions that may be the subject of an application by qualified voters from the affected zones and contiguous zones requesting that these provisions be submitted to approval by way of referendum, in accordance with the Act Respecting Elections and Referendums in Municipalities (RLRQ, c. E-2.2).

The provisions that may be the subject of an application are:

  • Creation of the new zones LC-900 and LC-901;
  • Amendment of the boundaries of zones LC-701, LC-702, LC-703 and LC-704;
  • Elimination of zones LC-705, LC-706, LC-707, LC-708, LC-709, LC-710, LC-711 and LC-713, and their integration into the remaining zones;
  • Amendment of the permitted uses within zones LC-900, LC-901 and LC-703.

Each provision of the draft by-law constitutes a separate provision applying specifically to each affected zone. An application concerning a provision must originate from qualified voters of the affected zone or of a zone contiguous thereto. The territory affected by this draft by-law comprises the entire urban perimeter of Norway Bay.

3. Conditions for a Valid Application

To be valid, an application must:

  1. Clearly identify the provision to which it applies and specify the zone from which it originates;
  2. Be received at the Municipal Office, located at 32 Aylmer Road, Bristol, Quebec, no later than the eighth (8th) day following publication of this notice, namely July 24, 2026;
  3. Be signed by at least twelve (12) interested persons from the zone concerned or by a majority of such persons where the number of interested persons in the zone does not exceed twenty-one (21).

4. Interested Persons Entitled to Sign an Application

To be entitled to sign an application, a person must not be disqualified from voting and must, on May 4, 2026:

  • be 18 years of age or older, be a Canadian citizen and not be under curatorship;
  • be domiciled in, own an immovable situated in, or occupy a place of business located within a zone from which an application may originate.
  • Additional conditions for business: the co-owner of the business or a co-occupant of a place of business must be designated by means of a proxy signed by the majority of the co-owners or co-occupants, as the person entitled to sign the application on their behalf.
  • Additional condition for a legal person (corporation): must designate, by resolution, from among its members, directors or employees, one person who, on May 4, 2026, is of full age, a Canadian citizen and not under curatorship, to represent it for this purpose.

5. Absence of a Valid Application

Any provision of the draft by-law that is not the subject of a valid application may be included in the by-law to be adopted and will not require approval by the qualified voters.

6. Consultation of the Draft By-law

The Third Draft By-law No. 312A.2 may be consulted at the Municipal Office, located at 32 Aylmer Road, Bristol, Quebec, Monday through Friday, between 8:30 a.m. and 4:00 p.m., or on the Municipality of Bristol’s website: https://bristolmunicipality.ca/municipality/bylaws/
